Cleveland 2019 Community & Problem-Oriented Policing Plan

Overview

The Community and Problem-Oriented Policing Plan (or CPOP) is a new organizational strategy for the Cleveland Division of Police resulting from community engagement efforts undertaken by the City of Cleveland, the U.S. Department of Justice, and the Cleveland Federal Monitoring Team (with support and assistance by the Policing Project). This report outlines community policing principles that will guide decision-making at all levels of the Division of Police, including decisions about hiring, deployment, promotions, recruitment and staffing.
